Council Committees

Council recently updated its meeting structure by passing the Standing Council Committee Bylaw on July 7, 2015. The six committees align with the 2015-2017 Strategic Plan: Building a Strong and Resilient Community. Like regular Council meetings, Council Committee meetings will be held in public in the Council Chambers in Jubilee Centre (9909 Franklin Ave.). They will also be live-streamed online.

Each committee is made up of three Council members, with representation from both the urban and rural service areas. Appointments and meeting frequency are subject to review at Council’s annual Organizational Meeting, held each fall. The last Organizational Meeting was held Oct. 27, 2015. Any Council member may attend meetings, but only those appointed to the committee can make or vote on any motion.

Committees do not make decisions — they make recommendations, which require final approval by Council. The only exception is the Audit Committee, which can receive and/or approve the annual audited financial statements of the Municipality, and the expense statements of Council and the Chief Administrative Officer.

Audit Committee (quarterly meetings)

The Audit Committee will exercise policy and governance oversight related to internal and external audits and audit processes. The committee can receive and/or approve the annual audited financial statements of the Municipality, and the expense statements of Council and the Chief Administrative Officer.

Land Planning and Transportation Committee (monthly meetings)

The Land Planning and Transportation Committee will exercise governance oversight with respect to the Municipality’s progress towards two goals of the strategic plan: Effective Land Strategy and Reliable Transportation System.

The Land Planning and Transportation Committee meets on the second Wednesday of each month at 4:30 p.m.

Oversight Committee (monthly meetings)

The Oversight Committee will exercise policy and governance oversight over non-profit corporations for which the Municipality is the sole member or the Municipality and the CAO are the only members, for profit corporations owned by the Municipality and Council committees established under other bylaws. They will also maintain measuring progress toward achievement of the goals set out in the Strategic Plan and review the Council Action Log on at least a quarterly basis and make recommendations to Council on prioritization of outstanding items.

The Oversight Committee meets on the second Tuesday of each month at 4 p.m.

Rural Committee (monthly meetings)

The Rural Committee will exercise governance oversight related to the Municipality’s progress toward goal two of the strategic plan — Balanced Regional Services. They may also deal with any matter the Committee considers to be of importance or particular interest to residents of the rural area of the Municipality.

The Rural Committee meets on the fourth Tuesday of each month at 4 p.m.

Selection Committee (as required)

The Selection Committee makes recommendations to Council on appointments to all boards, committees, tribunals, boards of directors and other entities to which Council appoints members.

The Selection Committee meets on an as-needed basis.

Sustainable Development Committee (monthly meetings)

The Sustainable Development Committee exercises governance oversight related to the Municipality’s progress towards three goals in the strategic plan: Vibrant Economy, Sustainable Region, and Healthy and Active Lifestyle.

The Sustainable Development Committee meets on the first Tuesday of each month at 4 p.m., effective Dec. 1, 2015.

Recovery Committee

The Wood Buffalo Recovery Committee (WBRC) provides policy and governance oversight in the recovery of the community in the aftermath of the wildfires that impacted the Wood Buffalo region in May 2016.
