Lower Townsite Redevelopment Incentive Program First, Council unanimously approved a recommendation from the Audit and Budget Committee to extend the Lower Townsite Redevelopment Incentive Program to Dec. 31, 2016. Bylaws Vehicle for Hire (VFH) Bylaw Amendment — Bylaw No. 14/038 Last night the public hearing and 2nd and 3rd readings of amendments to this bylaw were approved by Council. The Taxi Advisory Committee proposed a number of amendments including raising the vehicle capacity from nine to 15 passengers. Council amended the bylaw to limit drivers to operating a vehicle for hire for no more than 16 hours in any consecutive 24-hour period, and made it an offense punishable by a 500 fine. Brokerage houses are now required to have a road supervisor working at all times. Council also approved amendments to licensing and rural rate schedules. Council approved Municipal Public Utilities Bylaw No. 14/035, which prohibits any person from supplying a utility service within the municipality that’s the same as or similar to a service provided by the municipality or a subsidiary of the municipality. A land-use bylaw amendment for a property in Conklin was approved, allowing for the development of a future office for the Conklin Resource Development Advisory Committee. Council also approved a land-use bylaw amendment that will support the development of a large-format retail shopping centre along Highway 63, north of the Timberlea overpass.
