Capital Budgeting Guidelines Review

  • Approved inflationary impacts and proposed development and growth assumptions shall be referenced, where appropriate
  • Debt Limit and Debt Service Limit not to exceed 85% of the legislated Municipal Government Act limit
  • Capital assets valued from $10,000 to $100,000 inclusive are deemed Pay As You Go (PAYG)
    • must be included in the capital budget
    • will be funded from the operating budget

Capital Request Criteria:

  • Health or Safety Issue
  • Legislated/Contractual Obligations
  • Maintenance of Existing Assets
  • Maintaining Current Service Levels
  • Increased Efficiencies
  • Increase in Level of Existing Service
  • New Service

As reflected in the five-year capital budget plan, the Regional Municipality's debt limit remains within the 85 per cent of the Municipal Government Act (MGA) limit established by Council.
