Community Standards Appeal Committee

The Community Standards Appeal Committee (CSAC) is a quasi-judicial committee, which means the meetings are conducted in a court-like manner.

CSAC is a council committee established to:

  • Hear and adjudicate appeals brought by any person who has received an order under section 545 or 546 of the Municipal Government Act and other related proceedings.
  • Hear and adjudicate appeals brought by an animal owner who has received an order declaring an animal vicious under section 76 of the Responsible Pet Owner Bylaw No. 19/025.

Filing an Appeal

Appealing a decision or an order is a two-part process: filing an appeal and attending a hearing.

What can be appealed

  • A decision of a designated officer for the declaration of a vicious animal.
  • An order issued by a designated officer under s. 545 of the Municipal Government act to remedy contraventions.
  • An order issued by a designated officer under s. 546 of the municipal Government act to remedy dangers and unsightly property.

How to file an appeal

  • Section 22 of the Community Standards Appeal Committee Bylaw No. 19/001 indicates: 22. Only a person who is the subject of an MGA order may seek an Appeal and must do so by filing a Notice of Appeal to the Clerk.
  • Section 77 of the Responsible Pet Owner Bylaw No. 19/025 indicates: An owner may appeal the Bylaw Program Supervisor's decision to declare an animal vicious by submitting a Notice of Appeal to the clerk within 14 days of the Bylaw Program Supervisor having provided written notice that the animal has been declared vicious under section 76.
  • An appeal may be filed by filing a Notice of Appeal in person, by mail or by email with the applicable filing fee of $100.

Agent representation

If the Appellant will be represented by an agent, an Agent Authorization is required to accompany the Notice of Appeal.
