Provincial legislation has recently removed the ability for municipal councils to have code of conduct bylaws. Bill 50, the Municipal Affairs Statutes Amendment Act (2025), was introduced on April 8, 2025, by the Government of Alberta. The bill received Royal Assent on May 15, 2025.
Among other legislative changes, Bill 50 removes the ability of municipal councils to have code of conduct bylaws. Councils cannot make a bylaw or resolution that addresses councillor conduct or behavior.
Any current complaint or sanction against a councillor under a code of conduct bylaw or resolution is terminated, and the RMWB’s Code of Conduct Bylaw No. 18/009 and the Integrity Commissioner Bylaw No. 19/005 are now repealed.
