Integrity Commissioner

The Integrity Commissioner upholds the Council Code of Conduct by receiving, reviewing, investigating and adjudicating complaints against the Mayor and members of Council and provides recommendations for sanctions, if applicable.

James S. Peacock, QC

On March 26, 2019, Jim Peacock was appointed as the Integrity Commissioner for the Regional Municipality of Wood Buffalo for a two-year term commencing April 1, 2019.

Jim is a retired lawyer living in Calgary who practiced civil litigation before the Alberta courts, administrative tribunals and arbitration panels for over 37 years.

Jim was a Bencher (Director) of the Law Society of Alberta from 2001 to 2008. He was elected President of the Law Society during its 100th anniversary in 2007. Jim was appointed to the Board of Directors of the Alberta Law Reform Institute in 2006 and served as chair from 2010 to 2015.

Jim was appointed by the provincial government to the board of governors of the Alberta College of Art + Design (now the Alberta University of the Arts) in 2008 and he served as chair of the board from 2009 to 2014. Jim has also served on many other communities and performing arts boards.

Complaint Process

If you believe that a Council member has contravened the Council Code of Conduct, you may make a written complaint to the Integrity Commissioner.

Written complaints must include the following:

  • The provisions of the Council Code of Conduct allegedly contravened.
  • The facts surrounding the allegation.
  • The name of the Council member(s) alleged to have contravened the Council Code of Conduct.
  • Your name and contact information. No anonymous complaints are permitted.

Your complaint must be received not later than 60 days after the date you became aware of the conduct giving rise to the complaint.

Investigations will generally be completed within 90 days and are confidential.

For your convenience, the Council Code of Conduct Complaint Form can be saved, completed and emailed or delivered to the Integrity Commissioner.

On March 26, 2019, Council approved Bylaw No. 19/005 to establish the role of an Integrity Commissioner.
