Construction initiatives in Ptarmigan Court
There is active construction activity in Ptarmigan Court. Construction activity is targeting lots that have been acquired by the Municipality. Construction will also take place on resident-owned properties as part of the home-raising program.
Construction activity includes the disconnection of utilities, the safe removal and transportation of mobile homes and accessory structures, the decommissioning of other items on the lots, and the raising of certain homes.
Once these lots are safely decommissioned, temporary fencing will be installed to secure safety hazards, and the lots will be maintained by the Municipality to ensure safety and property upkeep.
When decisions are made regarding long-term plans for the maintenance of vacant lots in Ptarmigan Court, information will be shared. We recognize that the increase of vacant lots, and the permanent changes in the neighbourhood will be an adjustment for residents. We are committed to doing our part to keep this neighbourhood safe and properly maintained for community members.
Buyout program and home-raising program
In spring 2020, Ptarmigan Court experienced significant flooding. As part of an ongoing response and flood mitigation strategy, RMWB Council and Administration have developed several programs and policies to address the unique needs of Ptarmigan Court. In July 2021Administration worked closely with property owners in Ptarmigan Court to understand their decisions with respect to entering into buyout agreements with the RMWB, an application for Home Raising Program, or whether to remain “status quo.”

The buyout agreement program included the purchase of 35 developed lots, and 17 vacant lots.
The 14 property owners that have elected to remain status quo, are comprised of two vacant lots, and 12 developed properties. Including the three applications for the home raising programs, it’s projected that 15 developed properties will remain in Ptarmigan Court.
In January 2022, preliminary construction work began in Ptarmigan Court. Construction work at present, focuses on preparing mobile homes which have been acquired by the Municipality, to be transitioned to Wood Buffalo Housing and Development Corporation.
Wood Buffalo Housing and Development Corporation (WBH) is a not-for-profit, arm’s length Part 9 subsidiary of the RMWB. Its mandate is to pursue safe and sustainable housing solutions for all residents of the region. WBH provides housing options for every level of need, including individuals, families, and seniors
Home raising program
Three property owners are actively participating in the Home Raising program, and construction activity is also beginning in January. It’s anticipated that this work will continue until March 31,2022.
Safety measures and reminders
- Please give crews room to work by ensuring all personal items and vehicles remain within the boundaries of their private lots.
- Please do not enter the properties or remove any items that belong on these locations.
- Please stay away from fenced areas and heavy equipment.
- Security officers will continue their regular patrols during this period to ensure safety measures are in place.
- Throughout construction activity, safety and security will remain a priority for all RMWB employees and contractors.
- Once mobile units are relocated, temporary fencing will be placed around vacant areas.
