The Regional Municipality of Wood Buffalo supports the wellbeing of residents through the Community Investment Program (CIP). CIP grants support social, cultural, and recreational programs, amateur sport, artist development and the strategic priorities of the RMWB Strategic Plan. 

Apply for grants online

The 2026 Community Impact Grant, Community Sustaining Grant, Community Capital Grant and Games Legacy Grant opened Sept. 3, 2025 through the CIP Grant Portal.

Grant guidelines, application questions, and tutorial resources are now available to help applicants prepare. Information sessions will be held in the urban area and each rural community in September to provide additional support and guidance.

Are you looking for funding to support your arts, culture and heritage-related projects? The Arts, Culture & Heritage Grant could be the answer!

This grant provides up to $5,000 to individuals or groups who are working to create, inspire and preserve within the cultural landscape of Fort McMurray Wood Buffalo.

To apply for the Arts, Culture and Heritage Grant, you must demonstrate how your project aligns with one or more of the following priorities of the Wood Buffalo Culture Plan

  • Foster a healthy environment for culture: arts and heritage.
  • Further develop cultural facilities and resources.
  • Support collaboration and innovation.
  • Encourage diversity, inclusivity, and accessibility.
  • Improve awareness of the value of culture.

Applications for this grant will close on Dec. 31, 2025 OR once the total $50,000 available has been granted.

The Community Capital Grant provides funding to registered non-profit organizations to support the enhancement, development or renovation of public use facilities. The proposed capital project must contribute to three or more funding priorities that are aligned with Council’s Strategic Plan and other Council approved Plans.

The Community Impact Grant provides funding to registered non-profit organizations to deliver programs, projects and events that improve quality of life for residents in the region through one of the following streams:

  • Community Programs and Projects
  • Community Events

Programs, projects, or events should contribute to one or more funding priorities that are aligned with Council’s Strategic Plan and other Council approved Plans.

The Community Plan on Homelessness grant is for agencies delivering intensive case management, housing support, assertive community treatment, outreach and permanent housing programs.

The Municipality works with the Government of Alberta, the Government of Canada, and local non-profit and social-profit organizations to address homelessness in the region.

Funding allocation process

The Request for Information (RFI) is offered annually to agencies delivering intensive case management, housing support programs, outreach and permanent supportive housing programs. The administration will review the application and supporting documents to ensure eligibility in collaboration with the Homelessness Initiatives Strategic Committee (HISC). HISC is a council-appointed committee. The committee reviews the applications to ensure they align with HISC-identified priorities, Council strategic priorities and funding criteria.

HISC will make the final decisions regarding the applications. The final decisions will be presented to Council for information. Applicants will be notified of HISC decisions before the presentation to Council.

Allocation eligibility

Allocation of funding is assigned to non-profit organizations based on:

  • Their ability, capacity, and knowledge in delivering of services that align with evidence-based community trends and needs.

  • The Homelessness Initiatives Strategic Committee (HISC) and community priorities at the time (i.e., housing support programs, outreach and permanent supportive housing programs).

  • The annual funding stream criteria, eligibility and directives.

Key dates and timelines

Funding is distributed annually, and the process for allocation is based on Federal and Provincial timelines each year.

General conditions

The Municipality has the authority to examine the records of successful recipients at any time to ensure that grant funds are being used in the manner originally agreed upon. Any funds not used for the project as described in the agreement may need to be returned.

The Community Sustaining Grant provides funding to registered non-profit organizations that contribute to three or more funding priorities that are aligned with Council’s Strategic Plan and other Council approved Plans.

The Games Legacy Grant provides funding to support development in amateur sport, cultural activities, the arts, and residents competing at a provincial, national or international level.

The funding initiative was created from surplus funds from hosting the 1985 Alberta Summer Games, 1992 Alberta Winter Games, 2003 Alberta Senior Games, and 2004 Arctic Winter Games. The availability of funds for Games Legacy Grant applicants is based on the interest earned on the Games Legacy Reserve Fund and is determined annually.

Resources:

The Municipal Facility Operating Grant provides funding to registered non-profit organizations that operate and maintain municipally owned facilities. Facilities shall be operated in accordance with the Operating/Lease Agreement between the Municipality and the recipient.

General conditions

Information contained in the submitted application is part of the public Council agenda and accessible through all methods the Council agenda is available.

The granting of funds in any one call for applications does not guarantee an automatic continuation of such assistance in future years.

If funding is accepted, the Municipality has the authority to examine recipients' records at any time to ensure funds are being used in the manner originally agreed upon. Any funds not used for the project as described in the agreement may have to be returned.

Council reserves the right to allocate CIP grants in such a manner as deemed to be in the best interest of the Municipality per section 2.1.2

Grant approvals and allocations for the 2025 Community Investment Program

On Dec. 8, the Community Investment Program Approval Committee (CIPAC) approved and allocated grants totaling more than $6.95 million for local non-profit organizations. Administration also allocated Games Legacy Grant funding ($15,000) to groups, individuals and athletes.
