The Vulnerable Persons Registry (VPR) is a free, voluntary and confidential service that improves the safety of vulnerable residents living at home. This is done by communicating directly with registrants during emergencies and by sharing key information to first responders about those on the VPR.

Emergencies happen. If you are a vulnerable person living in the region, you may be at greater risk during an emergency. Get prepared by learning more about the Vulnerable Persons Registry.
The VPR is available to residents who experience any of the following:
- Mobility issues
- Visual or hearing impairments
- Developmental disabilities or cognitive impairments
- Challenges related to mental health
- Individuals who require electricity for life-sustaining equipment (life support, oxygen or dialysis)
- Temporary limitations (due to illness or recovery from surgery)
Applicants must have a permanent address and at least one (1) active contact number on their application.
Submit Application
- Online: Fill out an online application form
- Call: Pulse (780) 743-7000 and ask to speak to the VPR team
- In-person: Pick up a registration package from any Municipal office
Once you've applied, a member of the VPR team will arrange a time to meet to go over what to expect in an emergency and make sure you understand how to prepare in case of an evacuation.
During an emergency, a member of the VPR team will reach out to registrants directly. If responding to a 9-1-1 call, first responders will have access to critical information.
