Ward 4 Byelection - Election Day: Nov. 4, 2024
Nominations are now being accepted from candidates in the upcoming Ward 4 byelection. Prospective candidates must file their nominations and paperwork by noon on Monday, Oct. 7, 2024.
The elected candidate will represent the communities of Anzac, Conklin, Gregoire Lake Estates and Janvier as Ward 4 Councillor until the Municipal election set for Oct. 20, 2025. The elected Ward 4 Councillor in the byelection will serve until then and would have to win re-election to continue serving as a councillor.

Preparing for your nomination
The Nomination Period runs from Sept. 11, 2024 to 12 p.m. (noon) Oct. 7, 2024. To file your nomination, you must follow the below steps:

2) Complete Form 4 and Form 5 |

Form 5 – Candidate Financial Information Candidates disclose information on where their campaign records will be maintained and their campaign bank account information. 3) Prepare the deposit |
When filing nomination papers, you must pay the required deposit of $100 for the position of Councillor. The required deposit can be paid by cash, certified cheque, or money order. |
4) File your nomination forms |
Make an appointment
Nomination papers and deposits can be filed in person with the Elections Office by making an appointment. Form 4 must be commissioned by a Commissioner for Oaths or Notary Public in and for Alberta. The deposit must be paid by certified cheque or money order payable to the Regional Municipality of Wood Buffalo. Do not send cash. The Elections Office will email you to confirm that you have been accepted as a candidate. If you have filed your nomination papers via mail or courier, confirmation may take up to 5 business days from the date of receipt of your papers. For someone who has decided that they want to become a candidate, how do they get started? What do they need to do first? |
If someone wants to become a candidate, they must first determine if they are eligible (see question below: "Am I eligible to be a candidate?"). Their next step would be to review the candidate information regarding being on Council, including the time commitment, which is a minimum of 20 to 25 hours per week. Once they decide running for office is for them, the nomination process, forms and guides are all on the website at www.rmwb.ca/elections. Are physical signatures required for the nomination form? |
It is important to note that only original handwritten (physical) signatures can be accepted. Electronic or photocopied signatures are not valid. |
Does a person need to live in the ward that they hope to represent on Council? |
Yes, a person must reside in the ward they are planning to run in for at least 6 consecutive months prior to Nomination Day, Oct. 7, 2024, which would be prior to April 7, 2024. In addition, they must be at least 18 years of age, a Canadian Citizen and not be otherwise ineligible or disqualified. |
As part of the nomination form process, is any proof of identity required for nominators? |
There is no proof of identity required for nominators; however, it is the prospective candidate’s responsibility to ensure their nominators are eligible voters. Identification is required in order to vote, and a list of authorized ID will be available prior to the election. |
What is the required nomination deposit? |
The required deposit is $100 for the position of Councillor and can be paid by cash, certified cheque, or money order. |
How does a potential candidate submit their nomination form? (i.e., is it in-person or online) |
A potential candidate may submit their nomination forms by mail or courier or may make arrangements with the Election Office to file their nomination forms in person. |

Candidates come from all walks of life and offer many different skills, abilities and points of view in their desire to serve the public. There is nothing in governing legislation that requires candidates to have certain professional profiles, abilities, or skills. |
How much time is typically spent on Council business each week? |

Do Council Members receive compensation? |
Yes, Council Members do receive compensation and the Elected Officials Compensation, Travel and Expenses Policy LEG-050 outlines all the compensation and is available at www.rmwb.ca/council under Policies. |
Are Councillors able to remain on Municipal Boards and Committees? |
If you were appointed as a public member to a Municipal Board or Committee, you would be deemed resigned if elected to Council. There are a number of Municipal Boards and Committees that have Council representation, which may be as a voting member or a non-voting Council liaison. The Candidate Information Guide contains information on Council representation on the various committees. For further information on Council Appointed Boards and Committees, please visit www.rmwb.ca/boards. In accordance with governing legislation, elected officials cannot be members of tribunals – Assessment Review Board, Subdivision and Development Appeal Board and Community Standards Appeal Committee. |
Third Party Advertising

A third party is required to register with the Municipality if they intend to incur expenses or accept contributions of at least $1000. If a third party plans to advertise in more than 10 jurisdictions, they must register with the Provincial Registrar appointed by Municipal Affairs and not with the Municipality.
A third party advertiser (third party) is an individual, corporation or group that promotes or opposes the election of a candidate through election advertising during the Ward 4 By-Election advertising period, September 10, 2024 to close of voting stations on Election Day, Nov. 4, 2024.
The Local Authorities Election Act Part 8 was amended prior to the 2021 General Municipal Election to include legislation governing the finances and accountability of third parties. The rules regarding contributions, receipting, handling of funds and disclosure reporting generally parallel the rules that apply to municipal candidates, and where possible, the requirements set out for provincial campaigns.
A third party must know all reporting requirements, expense limits and who is eligible to make contributions, and will be required to file disclosure statements detailing advertisements, expenses and contributions received. A third party is required to issue receipts for every advertising contribution accepted by the third party, which includes the date of the contribution, name and address of the contributor, and the amount contributed.

The Municipality cannot approve the registration of a third party if:
