Business Licences

All businesses operating in the region normally require a business licence.

There are a small number of business types that are exempt from licencing requirements, and others that are exempt from fees. Before you begin operating a business, determine the type of business you are planning to start and the required steps to obtain your licence.

New business licences

Starting a new business is an exciting and sometimes daunting journey, and our staff are here to support you and answer any questions.

Before you apply

If your business will operate within the Regional Municipality of Wood Buffalo, you'll need to obtain land use approval for your location and any necessary Safety Codes permits. A fire and Alberta Health inspection may also be required.

Determine your business licence type

Please review the information below to find out more about the different types of businesses licences.

This type of business runs out of a commercial or industrial location, as defined in the Land Use Bylaw. Before applying for this type of licence, you'll first need to obtain approval from Development Planning based on the following conditions:

  1. First Use/Change of Use Development Permit
    • When a property or building is being used for the first time or when the type of use of an existing property changes, a First Use/Change of Use Development Permit must be obtained.
    • This permit ensures that the new use complies with the Land Use Bylaw and relevant zoning regulations. 
  2. Change of Use Exemption for permitted uses
    • When a new use is similar to a previous use and already permitted within your zone, your business may be eligible for a change of use exemption. 
    • Consult with Development Planning to determine whether an exemption applies to your situation.

A home business is when a resident uses their home and its buildings (e.g., accessory buildings, etc.) for business activities, such as hair styling, baking, or counselling services. 

Before applying for a home-business licence, you will first need an approved development permit number. 

  • If you do not have one, complete and submit the home business development permit application and checklist.
  • This application will be reviewed by a development officer to determine whether your proposed operations are permitted at that address. This permit will need to be approved and issued prior to your licence application.

A home occupation is when a resident uses their home to run a business that does not involve clients or vehicles visiting the residence, such as consulting, bookkeeping, or dog walking. 

To apply for a home occupation licence, complete the home occupation declaration form and submit it with your licence application for approval.

  • If you rent the property, you must also provide a Certificate of Title and a homeowner’s authorization letter.

A market business licence allows an individual or company to legally operate a business within a specific market area. It may be required for businesses that operate in public markets, farmers markets, or other designated market spaces.

A non-resident business is located outside the Regional Municipality of Wood Buffalo but generates revenue within the municipality.

Timeline and fees

The approval times for a business licence may vary based on the required permits and approvals for your business type and location. Simple applications take about two business days, while applications with more requirements will take longer. To avoid delays, review the requirements for your specific business licence before applying.

Resident Business Licence $80

Non-Resident Business Licence - Sales - Goods selling at $1,000 + per item $550

Non-Resident Business Licence - Sales - Goods selling under $1,000 per item $250

Non-Resident Business Licence - Services $550

Handicraft Licence $10

Trade Show Organizer - Resident business $525

Trade Show Organizer - Non-resident business $2,100

Cannabis Related Licence $350

Apply for your business licence

Once you have received the necessary Land Use and/or Safety Code approvals, you can complete your business licence application.

Renew your business licence

Licences must be renewed annually. You will receive an email notification 30 days before your licence expires, and again 15 days before it expires. Once you receive a notification, login to E-Permitting or visit Jubilee Centre (9909 Franklin Avenue) during business hours to renew.

A community peace officer will visit all non-compliant businesses, which may be shut down until a valid licence is obtained.

Frequently Asked Questions

Your business licence is issued for a specific location and operation(s). If you change your operations or move to a new location, your account must be reviewed to determine if a new development permit or business licence category is required. You will also need land use approval for the new location, as well as any applicable permits and inspections, such as a safety code permit, fire inspection, or Alberta Health inspection.

Business licences are non-transferable. If you sell or close down your business, please contact our office.

No. Each business requires its own licence.

Yes. If you are generating income within the Regional Municipality of Wood Buffalo, you are required to obtain a business licence.

You are not required to register your business with the province to obtain a municipal business licence. However, we encourage you to view Alberta.ca/starting-business to understand provincial regulations and requirements.
