Meeting Participation Details
Council meetings are being conducted in person in Council Chambers at the Jubilee Building. Residents are welcome to watch the meetings in person or virtually through the link above. Anyone wishing to participate in a meeting may do so by completing and submitting a Request to Present to Council Form or by Requesting to Speak at a Council Meeting, or by emailing Legislative.Assistants@rmwb.ca

Citizens' involvement in civic government is an essential part of the democratic process and there are many ways in which you can voice your concerns and become involved. Individuals or groups wanting to be placed on the agenda at a Council meeting must submit either a letter of request clearly outlining the subject matter to be discussed and the action being requested of Council, or a Presentation Request Form. Please see the Request for Presentation Policy for further information. The request is then reviewed by the Agenda Review Committee (comprised of the Mayor, Regional Manager and Chief Legislative Officer). It may be placed on a future Council Agenda, referred to a standing committee, referred to administration for investigation and preparation of a report, or declined. |
Request to speak |
Agendas for Council meetings are published on the Wednesday of the week prior to the meeting. Requests to speak must be in reference to a specific item on a Council meeting agenda with the exception of:

All requests to speak must be received by 12:00 p.m. on the day of the scheduled meeting. Any delegation wishing to speak via MS Teams must submit a request to join virtually to Legislative Services by 12:00 p.m. on the day of the meeting. Delegations are allotted a maximum of five minutes in duration to speak. |
Public Hearings |
Public Hearings are an opportunity for people who may be affected by bylaws, projects or proposals to address Council. Public hearings are required by the Municipal Government Act as part of the adoption or amendment process for statutory plans such as Area Structure Plans, the Land Use Bylaw, and other types of bylaws. The public and other stakeholders can participate in the Public Hearing process by appearing in-person before Council during the Public Hearing or by making a written submission on the subject matter for Council’s consideration at the Public Hearing. Written submissions and requests to appear in person must be received by 12 noon on the Monday, of the week prior to the Public Hearing. It is Council’s discretion to accept submissions or requests to appear in person from those who have not submitted a request prior to the deadline. All submissions to a Public Hearing must be received prior to the close of that Public Hearing. Any submission received after the Public Hearing has closed cannot be considered by Council, so it is important that concerned parties participate in the Public Hearing. Those who wish to speak during the Public Hearing will have a maximum of 5 minutes to address Council. All written submissions are public documents and any information and materials you submit to Council for their consideration at the Public Hearing is added in its entirety to the agenda package, which is made public and posted to the Municipality’s website. Submissions that are not relevant to the Public Hearing will not become part of the record of the hearing. The RMWB offers Council Chamber Tours to give residents the opportunity to experience and explore how your local government works, what your democratic rights and responsibilities are, and how you can participate. Please read on for more information about tour content and booking. Booking your tourTours can be booked at no cost by contacting legislative.assistants@rmwb.ca. However, applicants need to meet the following requirements (exceptions may be made on a case-by-case basis):

What participants will learn
Chamber tour optionsThere are three tour types to choose from to more closely match the needs of your group: Educational Tour A three-hour tour for youth or educational organizations that will describe the structure and functions of municipal government. This includes decision-making roles and exchanges between residents and Council, and responsibilities of different levels of government. As part of the tour, the group will participate in a mock meeting or election. Group Tour A 90-minute tour for groups or organizations to give a general understanding of the democratic system, Council’s responsibilities, and how residents can impact decisions. Newcomers Tour This 1-hour tour for new residents will give an overview on the structure of local government, but mostly concentrates on introducing different community programs, resources and services that are useful to newcomers.
