Development permits
Apply for permits through E-Permitting or by visiting 9909 Franklin Avenue during regular business hours.
Development permits are required for new projects, changes in the use of a property, or additions to existing structures. For example, a new building in a particular location or addition to an office or warehouse requires a building permit. Development permits address issues of community planning, bylaws, land use, image and compatibility.
The development permit process is based on the Municipal Government Act and the Land Use Bylaw.

Land Use Bylaw
The Land Use Bylaw regulates the use and development of land and buildings within the Regional Municipality of Wood Buffalo.
Statutory Plans |
Area Redevelopment Plans (ARPs) provide a roadmap for the revitalization and development of a specific area. They coordinate and set out policies and other programs for guiding the redevelopment of a community. Area Structure Plans (ASPs) form a detailed framework for the subsequent subdivision and development of an area of land. They describe the sequence of development proposed for the area, the land uses, the density of population in the area and the general location of transportation routes and public utilities. Developers are required to prepare and submit outline plans for review and approval prior to consideration of land use redesignation and subdivision applications. These plans provide an effective framework to evaluate development proposals compliance with key planning policy, and provide a guiding framework to support the evaluation of land use and subdivision applications. |
Municipal Development Plan |
The Municipal Development Plan (MDP) is a long-term strategic plan for managing growth responsibly through 2030. The MDP serves as an important decision-making tool for Mayor & Council, administration and stakeholders. A new MDP is being drafted due to numerous changes in the local environment including social, cultural, and economic factors. It includes a new vision and six goals that reflect regional priorities including home and belonging, reconciliation, celebrating community and culture, connecting to nature, responsible development, and economic growth and innovation. |
Census |
The census is a count of the people living in the Regional Municipality of Wood Buffalo. We conduct a municipal census every two to three years to determine our total population size, as well as other characteristics of our population. |
Frequently asked questions
How do I appeal a decision? |
You can appeal a decision through the Subdivision and Development Appeal Board which hears appeals from individuals who have been affected by decisions of municipal development authorities. It makes decisions on these appeals in accordance with the provisions of the Municipal Government Act, statutory plans, and provincial and Council policies. |

The RMWB has been working collaboratively with the Conklin Resource Development Advisory Committee (CRDAC) on the Pine Lane Subdivision since 2020. Addressing the housing challenges in Conklin continues to be a priority for the RMWB. |
