Community Standards Appeal Committee
The Community Standards Appeal Committee (CSAC) is a quasi-judicial committee, which means the meetings are conducted in a court-like manner.
CSAC is a council committee established to:
- Hear and adjudicate appeals brought by any person who has received an order brought by a decision under the Community Standards Bylaw No. 21/010, and under section 545 or 546 of the Municipal Government Act and other related proceedings.
- Hear and adjudicate appeals brought by a Hen Licensing Decision, Animal Licensing Decision or Declaration of Vicious Animal.
Appealing a decision or an order is a two-part process: filing an appeal and attending a hearing.
What is required to file an appeal?
All applications, including a Notice of Appeal, must be in the form prescribed by the Clerk and must contain:
- The applicant’s full name, address for service, and phone number.
- A copy of the order or decision that is the subject of the application.
- The reasons for the application.
- A fee of $100.00 for each application.
- Where the application is to appeal a Hen Licensing decision or an MGA Order:
- the municipal address of the property to which the application relates.
- Where the application is to appeal an Animal Licensing decision, Nuisance Animal declaration or Vicious Animal declaration:
- the identity of the animal that is the subject of the decision; and
- the municipal address of the property where the animal resides.
What can be appealed
- A decision of a designated officer for a Hen Licensing Decision, Animal Licensing Decision, or the declaration of a vicious animal.
- An order issued by a designated officer under the Community Standards Bylaw No. 21/010 and under s. 545 of the Municipal Government act to remedy contraventions.
- An order issued by a designated officer under s. 546 of the municipal Government act to remedy dangers and unsightly property.
How to file an appeal
- A Notice of Appeal means a written request, in a form (Notice of Appeal), seeking a review of an Order granted pursuant to the Community Standards Bylaw No. 21/010, an order granted pursuant to s. 545 or 546 of the Municipal Government Act, an appeal of a Hen Licensing Decision, a review of a Declaration of Vicious Animal, or a review of an Animal Licensing Decision.
Agent representation
If the Appellant will be represented by an agent, an Agent Authorization is required to accompany the Notice of Appeal
