Public Hearings are an opportunity for people who may be affected by bylaws, projects or proposals to address Council. Public hearings are required by the Municipal Government Act as part of the adoption or amendment process for statutory plans such as Area Structure Plans, the Land Use Bylaw, and other types of bylaws.
The public and other stakeholders can participate in the Public Hearing process by appearing in-person before Council during the Public Hearing or by making a written submission on the subject matter for Council’s consideration at the Public Hearing.
Written submissions and requests to appear in person must be received by 12 noon on the Monday, of the week prior to the Public Hearing. It is Council’s discretion to accept submissions or requests to appear in person from those who have not submitted a request prior to the deadline. All submissions to a Public Hearing must be received prior to the close of that Public Hearing. Any submission received after the Public Hearing has closed cannot be considered by Council, so it is important that concerned parties participate in the Public Hearing.
Those who wish to speak during the Public Hearing will have a maximum of 5 minutes to address Council. All written submissions are public documents and any information and materials you submit to Council for their consideration at the Public Hearing is added in its entirety to the agenda package, which is made public and posted to the Municipality’s website. Submissions that are not relevant to the Public Hearing will not become part of the record of the hearing.

- clearly indicate support or opposition to the subject matter.
