Andrew Boutilier appointed Chief Administrative Officer for the Regional Municipality of Wood Buffalo
Fort McMurray Wood Buffalo, AB – February 11, 2026 – The Regional Municipality of Wood Buffalo is pleased to announce the appointment of Andrew Boutilier as Chief Administrative Officer (CAO), effective March 9, 2026, following a competitive recruitment process.
A long time Fort McMurray resident, Andrew Boutilier brings deep community ties and a strong understanding of the region’s people, industries, and priorities. He is a seasoned senior executive with over 20 years of experience leading operations across Wood Buffalo’s industrial and energy sectors. Currently Chief Business Officer with Bouchier, Andrew has also held senior leadership roles with Syncrude Canada Ltd., Suncor, and CEDA International. His practical leadership style, collaborative approach, strategic mindset, and long standing connection to the community position him well to lead the organization forward.

Over the past year, Jody Butz has served as Interim CAO, providing steady leadership and continuity during a period of transition. A respected municipal leader and member of Regional Emergency Services for nearly 25 years, he has served as Fire Chief since 2017 and Director of Emergency Management. His experience and commitment helped support staff, strengthen internal alignment, and ensure consistent service delivery for residents.

Jody worked closely with Council, supported staff at every level, and kept focus on delivering reliable, critical services.
