Reach 10 Flood Mitigation-J. Howard Pew Park, Saline Creek Drive and McCormick Drive
Introduction and Background:
The Reaches 10 and 10 JHP Flood Mitigation is a key component of the RMWB’s permanent flood‑protection infrastructure. The construction works will be delivered in two phases:
Phase 1 (July 31, 2026 - October 30, 2026): Construction activities will include:
· building the permanent access road to the parking lot
· installing concrete curb and gutter along designated roadway sections
· completing sidewalks to improve pedestrian connectivity
· constructing a berm behind the existing lift station and along the J.H. Park access road for flood protection
· completing landscaping works to restore and enhance the project area.
Phase 2 (May 15, 2027- November 30, 2027):
· installing new underground utilities and replacing existing sanitary and storm sewers
· building sections of Saline Creek Drive and McCormick Drive, including medians, curb, and gutter,
· developing a multi-use trail to improve active transportation connections
· constructing access for air-release valve (ARV) maintenance
· and completing final landscaping and site restoration.
Area Impacted:
Construction activities will take place along Saline Cr. Dr. and McCormick Dr. and within the J. Howard Pew. Park areas in the Waterways community. The project construction zones and laydowns are highlighted in Figure 1 below:

The scope of work includes:
- · Removal, disposal and replacement of existing pavement structures and concrete works
- · Construction of a lift station berm and berm behind the access road
- · Road and parking lot improvements
- · Provision of temporary parking lot access
- · Removal of the existing storm sewer system along Saline Creek Drive & McCormick Drive
- Removal & replacement of clay tile Waterways sanitary sewer with PVC pipe
- · Installation of a manhole with two plug valves on the Waterways sanitary sewer
- Raising of Saline Creek Drive roadway, including associated sidewalks, curbs, gutters, and medians
- · Intersection improvements at McCormick Drive & Saline Creek Drive
- Construction of the South Multi Use Trail & ARV Access
- · Landscape works, including removal of existing trees and planting of new trees
Community Benefit:
The purpose of these works is to protect adjacent neighborhoods from flooding by implementing effective mitigation measures. This includes raising Saline Creek Drive and McCormick Drive, as well as constructing a berm along the J.H. Park access road and behind the existing lift station. Together, these site improvements will enhance flood protection for the Waterways area and significantly reduce the need for temporary seasonal flood‑mitigation measures.

Special Instructions for Residents:
Please watch for posted construction signage and traffic controls, and drive with caution around active construction areas at J. Howard Pew Park, Saline Creek Drive, and McCormick Drive in Waterways. During Phase 1, there will be Park’s access road partial closures and traffic re‑routes within the park that may affect both vehicle and pedestrian movement in the construction zone.
Public communication regarding the northbound and southbound lane closures on Saline Creek Drive and McCormick Drive will be issued in future construction notices once roadway construction activities are scheduled to begin in 2026.
Please obey all posted signage when travelling through construction zones. Further updates will be provided as construction progresses.
Cnstruction work will occur from 7 a.m. to 10 p.m., Monday to Friday, and 9 a.m. to 10 p.m. Saturdays. Work after 10 p.m. and Sundays will only take place in case of emergency.
