TaigaNova Eco-Industrial Park Flood Mitigation – North Berm- May 15, 2025

Introduction and Background:

This project is one of the permanent flood mitigation infrastructure projects the Municipality is undertaking to protect TaigaNova Eco-Industrial Park and portion of RMWB Wastewater Treatment Plant (WWTP). This scope of work raises the existing flood protection elevation around TaigaNova and WWTP with earthen berms. The project also establishes river water backflow prevention measures at the existing TaigaNova storm pond outfall and WWTP effluent discharge outfall by means of mechanical slide gates. At the completion of this project, the flood vulnerabilities within the northern portion of TaigaNova shall be mitigated.

Area Impacted:

Construction activities will take place in the TaigaNova Eco-Industrial Park located along Memorial Drive; with material borrow sites and stockpiling areas located in Waterways along Saline Creek parkway. The project construction area and laydowns are highlighted in Figure 1 below; the Waterways Borrow Site, Stockpiling area and haul route is highlighted in Figure 2 below; the Abrahams Landing material storage site haul route is highlighted in Figure 3 below.

Project Details:

The scope of work for this project involves raising the existing flood protection elevation around TaigaNova and WWTP with earthen berms to an elevation of 250.9m. The project will also establish river water backflow prevention measures at the existing TaigaNova storm pond outfall and WWTP effluent discharge outfall by means of mechanical slide gates. Site activities will include but are not limited to mobilizing equipment and labor to site, site demolitions and removals, transportation and install of materials to create the flood mitigation berm, install outfall pipe improvements, various surface works, and miscellaneous works to raise manholes.

Community Benefit:

The improved flood mitigation berm and outfall pipe improvements will provide greater protection against flood events in the TaigaNova Eco-Industrial Park and RMWB Wastewater Treatment Plant areas and will aid in reducing the need for temporary seasonal flood mitigation.

Special Instructions for Residents: 

Please watch for posted construction signage and traffic controls, and drive with caution when in the vicinities of the active construction area in TaigaNova Eco-Industrial Park or the Waterways borrow pit and borrow stockpile areas. Construction work will happen from 7:00 a.m. – 10:00 p.m. Monday – Friday, and 9:00 a.m. – 10:00 p.m. Saturdays and Sundays. Work after 9:00 pm will only take place if required.
