TaigaNova Eco-Industrial Park Flood Mitigation – North Berm Phase 3
Introduction and Background:
The TaigaNova Eco-Industrial Park Flood Mitigation – North Berm is one component of the RMWB’s permanent flood mitigation infrastructure.
This project consists of the construction of earthen berms to raise the existing flood protection elevation around TaigaNova Eco-Industrial Park and a portion of the Wastewater Treatment Plant (WWTP). It also establishes river water backflow prevention measures at the existing TaigaNova storm pond outfall and WWTP effluent discharge outfall by means of mechanical slide gates.
Once completed, the berm will protect TaigaNova Eco-Industrial Park and portion of RMWB Wastewater Treatment Plant (WWTP) from potential flooding.
Area Impacted:
Construction activities will take place in the TaigaNova Eco-Industrial Park located along Memorial Drive. The project construction area and laydowns are highlighted in Figure 1 below:

Project Details:
The north berm construction was completed last year, reaching an elevation of 250.9 m and satisfying the 1:200 year flood design requirement. The replacement of the WWTP and SWMF outfall pipelines with raised manholes, as well as installation of the associated sluice gates, was also completed.
This phase of construction will address deficiencies identified in November 2025 and complete the remaining construction scope of work.
Site activities will include:
- Mobilizing equipment and labour to site
- Demolishing and removing material from the site
- Transporting and placing clay/ gravel backfill materials
- Installation of the fence and gates in the WWTP
- Installation of three Bullard swing gates at the walking trail entrances
- Construction of two bench nodes (each consisting of a concrete pad, solar light pole, bench, waste bin, cycle stand
- Reinstatement of the hydrometer station
The identified deficiencies and remaining miscellaneous works do not affect system performance or the level of protection provided against future flood events.
Community Benefit:
The improved flood mitigation berm and outfall pipe improvements will provide greater protection against flood events in the TaigaNova Eco-Industrial Park and RMWB Wastewater Treatment Plant areas and will reduce the need for temporary seasonal flood mitigation.

Special Instructions for Residents:
Please watch for posted construction signage and traffic controls, and drive with caution around active construction in TaigaNova Eco-Industrial Park. There will be no street closures or traffic re-routes that will impede vehicle or pedestrian traffic in the construction area. TaigaNova gravel trail shall remain closed for public access.
Construction work will happen from 7 a.m. to 10 p.m., Monday to Friday, and 9 a.m. to 10 p.m. Saturdays and Sundays. Work after 9 p.m. will only take place if required.
