Updated 2026 User Fees, Rates and Charges take effect April 1

RMWB Municipal Fees remain amongst the lowest in Alberta.

Starting April 1, several user rates for Municipal services will be updated. The changes were approved by Council last fall.  

While most rates remain unchanged, a number of municipal services will see adjustments. This includes increases to select landfill and cemetery fees, certain assessment and taxation charges, and specific planning and development services. Some fees have also been reduced or eliminated entirely.

Fees, Rates and Charges Bylaw reviewed annually 

The Fees, Rates and Charges Bylaw is reviewed and adjusted annually to better reflect the cost of providing individual services, reducing the subsidy from the tax base and ensuring a fiscally responsible budget. During the annual review of the Fees, Rates and Charges Bylaw, Administration assesses the user rates in similar municipalities. The adjusted Municipal rates remain some of the lowest in Alberta.  

Understanding user fees, rates and charges 

To deliver the services that support quality of life in the region, the Municipality relies on two main sources of revenue: property taxes and user fees, rates and charges. While most Municipal services are available to everyone, the way they are funded depends on the type of service provided. 

How Municipal services are funded: 

  • Fully Tax Supported: Fire services, Police, Roads, Parks 

  • Partially Tax Supported / Partially User-Fee Supported: Transit, Recreational Facilities 

  • Fully User-Fee Supported: Utilities, Licenses 

User fees, rates and charges are paid by residents who directly use specific services and help offset the cost of providing these services.
