Flood Mitigation & Hardin Street Upgrade – 2026

Introduction:

The Hardin Street and Clearwater Drive Upgrade project is part of the Municipality’s Flood Mitigation Program, which aims to protect the downtown areas south of Clearwater Drive from major flood events. The project is designed to provide 1‑in‑200‑year flood protection by raising the intersection and installing underground flood control infrastructure.

Construction in 2026 represents the final phase of the project, following substantial underground and roadway construction completed during the 2025 season. Remaining work is primarily surface‑level and project‑completion activities and is anticipated to occur over a shorter, two‑month construction window.

Planned construction:

Construction will resume in May 2026 to complete the final surface works and remaining flood mitigation components, including:

  • Completion of remaining underground connections and installation of flood control components, such as valves and sluice gates within already installed manholes
  • Construction of remaining curbs, sidewalks, and concrete drainage features
  • Installation of the top (final) asphalt layer, permanent pavement markings, and landscaping
  • Restoring the original access to the Haxton Centre via Hardin Street and Morimoto Drive so that the detour can be closed and the flood protection berm at the Haxton Center reconstructed.

Community Benefit:

Upon completion, the upgraded intersection will significantly reduce flood risk to the lower townsite south of Clearwater Drive by preventing surface and underground flooding during major flood events.
