Municipal Boards & Committees updates to strengthen mandates, efficiency, reduce overlaps

Changes based on findings from the 2025 Committee Review – to take effect in 2027

RMWB Council has approved a new Committees Bylaw to establish more focused, efficient, and effective advisory bodies.

Based on findings from the 2025 Committee Review—which identified complementary mandates, duplicated membership and operational inefficiencies—new committees will be created; some will be reviewed, and others will be removed due to redundancies.

Four new committees will be created:

Wood Buffalo Public Art and Beautification Advisory Committee

Advises Council and Administration on enhancing public spaces through art, beautification, and community engagement to foster pride, sustainability, and cultural enrichment.

Advises Council on improving the business environment by addressing challenges, reducing barriers, and supporting sustainable regional growth.

Wood Buffalo Revitalization Advisory Committee

Advises Council on strategies and projects that enhance community vitality, livability, and regional resilience across urban, rural, and Indigenous areas.

Animal Welfare Advisory Committee

The Animal Welfare Advisory Committee is a new committee that will address a recognized gap in providing structured, expert advice to Council on animal welfare matters.

Other Committee changes

The Community Standards Appeal Committee is no longer required as part of the Committees Bylaw as its mandated under its own stand-alone bylaw.

The Wood Buffalo Transportation Advisory Committee and Vehicle for Hire Committee are being removed. These committees have been inactive for some time and are no longer required.

The changes take effect on Jan. 1, 2027, to allow the current committees to complete their annual term cycles and provide for a smooth and well-managed transition.

There will be no changes to the following committees:

·         Community Identification Committee

·         Homelessness Initiatives Strategic Committee

·         Municipal Policing Advisory Committee

 

Council also passed amendments to the bylaw that will see the Advisory Committee on Aging and the Regional Advisory Committee on Inclusion, Diversity & Equity (RACIDE) remain as stand-alone committees.

 

RACIDE will have an updated mandate to address issues of human rights, equity, inclusion, and diversity for marginalized communities in the RMWB.  Membership has also increased from 9 to 11, adding one voting Council Member and 1 public-at-large member.

 

The Community Investment Program Approval Committee will remain in place under a new bylaw.
