Tax incentive bylaw supports natural gas liquids recovery expansion project in the region

Wolf Midstream, a Calgary based company, is investing further in the region with a natural gas expansion project. This is the first project to be supported through the Natural Resource Extraction Support Project Tax Incentive municipal bylaw, approved by Council in May 2024. At the Dec. 10 meeting, Council extended the deadline for applications to the end of 2025 due to interest in the program and the potential for future applications.

“This is exactly the kind of investment we envisioned when Council put the incentives program in place,” said Mayor Sandy Bowman. “We are open for business and are taking real steps to help drive local economic growth and job creation in a way that benefits residents, the Municipality and industry.”

“We are excited to continue to develop energy infrastructure in the RMWB region to support the creation of reliable feedstock needed for Alberta’s growing downstream energy and petrochemical markets,” said Kevin Jagger, President, NGL for Wolf. “The Natural Resources Extraction Support Project Tax Incentive Bylaw directly supported our decision to make additional investments in the region.”

Natural Gas Liquids Recovery Expansion Project

Wolf Midstream plans to add to their existing infrastructure in the region with the construction and operation of a new facility, pipeline lateral and two pump stations to recover, transport and separate natural gas liquids. Construction of the expansion is expected to begin in 2025, with the company anticipating the creation of 275 jobs during peak construction. It is estimated that the project will result in over $500M of new investment into the region.

Wolf has a strong community investment presence in the region including a three-year sponsorship of the Local Hero Foundation, support for the Youth Room at the Conklin Multiplex and over $80 million spent through local Indigenous owned and associated procurement.

About the Tax Incentive Bylaw:

The tax incentive bylaw establishes guidelines and procedures for providing exemptions from municipal taxes on Natural Resource Extraction Support Projects.  The tax exemption period begins when the project is operational.

Projects may include:

  • manufacturing parts and equipment used by the industry
  • repairing equipment used by the industry
  • researching and developing new products and technology used by the industry and
  • upgrading or reusing waste or byproducts of the industry.
