Eligibility |
The applicant must:
- Be a resident of Wood Buffalo
- Be 18 years old or older *
- International students and their dependent families are not eligible for the program based on the Immigration, Refugees and Citizenship Canada (IRCC) financial requirements to obtain a study permit.
- Sponsored individuals and families are ineligible based on the formal sponsorship agreement with Immigration, Refugees and Citizenship Canada (IRCC) in their first year of resettlement.
- Individuals residing in the region under the Temporary Foreign Worker Program are ineligible.
- Have a total household gross income equal to, or less than, the income ranges below:

Application |
- One completed Application Form
- Submit ONE of the following for EACH household member 18 years and older:
- Assured Income for Severely Handicapped (AISH) Form
- Alberta Health Benefit or Statement of Income Support
- Resettlement Assistance Program or Refugee Protection Claimant Document (RPCD)
- Canada Revenue Agency Notice of Assessment
- Letter from a Registered Social Worker (RSW)/Case Worker issued within the last 30 days and listing all household members. Only when no other documents are available. The letter should state that the RSW is aware of the Low-Income Eligibility and that the household meets the eligibility requirements.
- Individuals on the By-Name list or accessing housing support from Community Plan on Homelessness (CPH) serving agencies.

- You will be notified within 7-10 business days.
- Applicants must submit a complete application.

Purchasing your discounted bus passes
|
- After your application is approved, purchase your $10 conventional transit pass every month from your local municipal office, at either:
- 1st Floor of Jubilee Building, 9909 Franklin Ave (if you live in Fort McMurray or Fort McKay)
- Your nearest Rural Municipal Office (if you live in a southern rural community)
- Bring your ID and approval letter when you pick up your monthly transit pass.
- Eligible individuals who require SMART Bus services can purchase their discounted 10 and 25-ride passes from SMART Bus operators.

Additional Information

- You only need to submit one application per household.
- All household members (applicant, partner/spouse and dependent children living in the same residence) are eligible for the program's benefits.
- Income thresholds are subject to change based on Statistics Canada Low-Income Cut offs.
- To calculate your total household income eligible for the program:
- Take the number from Line 15000 on your CRA Notice of Assessment
- Add the number from Line 15000 on the CRA Notice of Assessments of all your household members.
- Lost, stolen or damaged passes will not be replaced.

Local Community Partners - Offers and Discounts |
- The LIFT Program connects qualified applicants with discounts and offers to programs and services in the community so that they can participate more fully in their community and have an increased sense of belonging and well-being. Only one application is required to assess Eligibility for the discounted programs.
