Even if no construction is planned, changing from one approved use to another in commercial or industrial districts requires a development permit. This ensures the new use complies with the Land Use Bylaw and safety standards.
First Use or Change of Use
A change of use occurs when the activity or business operating on a property is different from what was previously approved. Examples of a change of use include converting a warehouse into a fitness facility or turning an office into a retail store.
Before you apply
Physical alterations will be made to the building. What permits will I need?
If the proposed change involves physical alterations to the building, a building permit is also required in addition to the change of use permit.
Are there exemptions? [CONFIRM]
Land Use Bylaw Amendment 21/015 exempts some permitted uses in prescribed commercial districts from requiring a change of use development permit.
Find out if your proposal qualifies for an exemption online. If your commercial development does not qualify, a development permit will be required as described above.
