Driveways

If you have plans to build or make changes to your driveway that connects to a public street, you will require a Boulevard Crossing Permit. This permit ensures that driveway work is safe, follows municipal standards, and protects public infrastructure such as sidewalks, curbs, and utilities.

Before you apply

Before planning your project, review the maximum driveway widths and parking requirements in the Land Use Bylaw. Some lots, especially on corners, may have additional restrictions for visibility and pedestrian safety.

You need a Boulevard Crossing Permit if you are:

  • Building a new driveway.
  • Widening or extending an existing driveway.
  • Removing or relocating a driveway access.
  • Paving over front yard landscaping to create parking.

Driveway projects may also require Safety Codes permits if electrical, plumbing, or gas lines are affected during construction.

A Traffic Accommodation Plan (TAP) may be required if your work affects sidewalks, trails, or vehicle traffic.

An acceptable TAP must include:

  • Measures to protect pedestrians and cyclists
  • Safe, clearly marked vehicular detours or lane shifts
  • Proper signage and barriers during construction
  • A plan to maintain access for emergency vehicles

Apply online through E-Permitting or on paper using Forms and Checklists.  

To ensure a smooth application process, refer to the Boulevard Crossing Permit Procedure and Application Form to confirm all requirements. 

Be prepared to submit supporting documents, which may include:

  • A map showing the location of the work.
  • Project drawings that show dimensions and materials.
  • Specifications for construction, grading, and surface materials.
  • Photos of the existing driveway or boulevard area.

After you apply

If you applied through E-Permitting, you can track your application status online. Work cannot begin until your permit has been approved.

Inspections may be required and can be booked online.

Frequently asked questions

No permit is required if you are resurfacing only and not widening, extending, or relocating the driveway.

Some properties permit only one access to the street. A second driveway may require additional review and may not be allowed in all neighbourhoods.

Gravel driveways are not permitted in most urban neighbourhoods. Review the Land Use Bylaw or contact the Building and Development Service Centre  for details.

You may be required to remove or alter the driveway at your own cost.
