Service Connection Permits

There are two types of service connection permits:

  1. A direct service connection permit is required to install the water, storm, and/or sanitary services from a home to the street connection for all urban and rural systems that are tied into a municipal service.
  2. A step service connection permit is required for all water and sanitary services that have a tank installed that accepts sewer or water and is connected to a municipal service, predominantly in a rural area or smaller rural community.

Homeowners are not permitted to install a water, storm, and/or sanitary service. Only a licensed contractor can do the work.

Service Connection Permit (DIRECT)

  • Licensed plumber
  • Excavation company/trench contractor

Service Connection Permit (STEP)

  • Licensed plumber
  • Certified private sewage system installer

After you apply

Once a complete application with all required documentation is received, the processing time for a service connection permit is three to five business days. 

Work must begin within 90 days of the permit issuance. It is the permit holder’s responsibility to ensure that all required inspections are completed.

To request an inspection:

Permits remain valid for one year if work is actively progressing.

A service connection permit will expire if:

  • Work does not begin within 90 days of issuance, or
  • No work is completed for 120 consecutive days.

    hazards, take necessary precautions, and are competent for the work.
  • Ensures your project is reviewed and inspected for safety at key stages by certified Safety Codes Officers.
  • Provides a record that due diligence has been completed to comply with relevant codes and standards.
