Winter Maintenance Zones

WMZ sandbox

Improvements to winter maintenance operations are being made to keep streets clear! Find out what's changing.

A better winter starts here

Winter maintenance works best when everyone does their part.

If you live on a residential street included in the Winter Maintenance Zones program, you have a subzone and a designated day for winter maintenance.

When your subzone is activated, you need to move your vehicle off your street on your designated day from 7 a.m. to 6 p.m., so crews can conduct winter maintenance.

You can help crews clear streets faster by using the following tools to stay up to date about what's going with winter maintenance.

Find your zone

Find your subzone and designated maintenance day. Keep in mind, the results do not overrule posted signage.

How WMZs work

Winter maintenance zones operate on an every-other-week schedule. Each subzone is active once every two weeks, meaning residents only need to move their vehicle twice a month.

When your subzone is active, on-street parking restrictions are in effect from 7 a.m. to 6 p.m. on your designated maintenance day.

When your subzone is inactive, parking restrictions are not in effect, and vehicles can remain parked on the street.

Find your zone and designated maintenance day using the Find Your Zone tool and check your subzone status each week by subscribing to WMZ alerts. Schedules may change due to extreme weather, new snowfall, parked vehicles, or equipment issues.

Staying informed and moving your vehicle when required helps crews clear streets efficiently and keep winter maintenance on schedule.

Priority routes

Streets not included in the WMZ program work differently.

Winter parking restrictions

When your subzone is active, vehicles must be removed from the street between 7 a.m. and 6 p.m. on your designated maintenance day.

Vehicles left in active subzones and where temporary no-parking signs are posted are subject to a $400 Notice of Violation and may be towed to the nearest lawful location (Bylaw 25/020).

Tickets paid within seven days will be reduced to $240.

WMZ improvements

On Oct. 6, Council approved updates to the Urban Snow and Ice Control Program Policy that will help crews clear streets faster, improve public information, and reduce delays caused by illegally parked vehicles.

Learn more about what's changed or explore the FAQs below.

Vehicles parked illegally during winter maintenance operations will be ticketed. The parking fine has increased from $120 to $400. Residents who pay within seven days will receive a reduced fine of $240.

Illegally parked vehicles may be towed to the nearest available lawful parking location, such as a nearby street without parking restrictions in place.

Stronger enforcement helps keep routes clear so that crews can complete maintenance more efficiently and avoid delays.

A new public Winter Maintenance Zone progress map will be available this season to improve the visibility of the work being done every day.

Search your street to see whether it has been maintained or delayed – and the reason why. The new map provides a simple way to check progress in your neighbourhood and understand any delays.

A formal Extreme Weather Response Plan with clear operational triggers. This helps ensure crews can shift resources and access contractor support quickly during extreme weather events.

When extreme weather conditions occur, regular Winter Maintenance Zone schedules may be temporarily paused so that crews can respond where they are needed most. Additional parking restrictions or parking bans may also be required.

For the first time, the policy establishes formal timelines for winter maintenance zone service under normal weather conditions, giving residents clear expectations.

Service Projected timeline
Snow plowing Two weeks
Snow removal Four weeks

Weather conditions, operational demands, equipment availability, and other factors may affect these timelines.

The updated policy also confirms that winter maintenance zone operations will continue throughout statutory holidays and school breaks when necessary, helping maintain consistent service throughout the winter season. These schedules may be modified as needed to maintain operational efficiency and to respond to changing weather conditions.

Yes!

To make winter maintenance terminology easier to understand, priority route categories have been renamed for the high-traffic streets that fall outside of the WMZ program. Using consistent terminology will make it easier for residents to understand maintenance updates, maps, and service information.

The priority routes will now be referred to:

  • Priority One (vs. Primary)
  • Priority Two (vs. Secondary)
  • Priority Three (vs. Tertiary)

I'm new to the WMZ program!

Regular winter maintenance is done on more than 510 roads in Fort McMurray, but how snow is cleared depends on the kind of road.

The busier roads (Priority One, Two and Three) are prioritized and not included in the Winter Maintenance Zone (WMZ) program. These routes are not affected by subzone activations and receive more regular winter maintenance than residential streets included in the WMZ program.

It can be confusing to know if your street is part of the WMZ program or a Priority One, Two, or Three route.

The easiest way to check is to use the Find Your Zone tool and enter your street address.

To learn your subzone and designated maintenance day, check the permanent “no parking” signposts on your street, or use the Find Your Zone tool and enter your street address.

You will need to move your vehicle between 7 a.m. and 6 p.m. on your designated maintenance zone when your subzone is active.

You can keep up to date on the status of your subzone by:

  • Subscribing to WMZ email alerts.
  • Watching for updates on electronic signs at the entrance of your neighbourhood.
  • Following the RMWB on Facebook and Twitter.
  • Contacting PULSE.

Occasionally your subzone may be activated, but no winter maintenance will happen on your street. This usually happens when crews are removing snow or there are multiple vehicles parked in active subzones, causing delays. New snowfall, emergencies, or other unexpected delays may also result in challenges with scheduling.

Winter maintenance is always scheduled based on the condition of roads. This means if your street didn’t receive maintenance the last time your subzone was active, it will be tracked and scheduled for future maintenance.

A new public Winter Maintenance Zone progress map will be available this season to improve the visibility of the work being done every day.

Search your street to see whether it has been maintained or delayed – and the reason why. The new map provides a simple way to check progress in your neighbourhood and understand any delays.

Windrows (snowbanks) created from a plow that are higher than 15 cm will be removed from the end of driveways in active subzones.

If the windrow at the end of your driveway is less than 15 cm or you live on a Priority One, Two, or Three street, it is your responsibility to clear it within 48 hours after winter maintenance has occurred.

Priority streets are not included in the WMZ program and receive winter maintenance more frequently, resulting in smaller windrows that residents are responsible for removing.

Sidewalks and walkways next to your home are your responsibility and must be cleared within 48 hours after a snowfall.

Condo corporations are responsible for snow and ice control on their respective properties, so WMZs do not apply to condo property specifically.

However, you could still be affected if you are parked on the street while visiting friends or family or out doing regular activities.

Parking, ticketing, and towing

Vehicles parked illegally during winter maintenance operations will be ticketed. The parking fine has increased from $120 to $400. Residents who pay within seven days will receive a reduced fine of $240.

Illegally parked vehicles may be towed to the nearest available lawful parking location, such as a nearby street without parking restrictions in place.

Stronger enforcement helps keep routes clear so that crews can complete maintenance more efficiently and avoid delays.

If your vehicle was parked illegally, it has been ticketed and towed to the nearest available lawful parking location, such as a nearby street without parking restrictions in place.

To find out the exact location of your vehicle, call Pulse at 780-743-7000 with your licence plate number.

The cost of the tow is reflected in the cost of the ticket, which has been increased to $400.

No. Winter Maintenance Zones apply to residential streets only.

No. It is not permitted to have an extension cord on the surface of sidewalks.

Yes. It's important to remove any curb mats, basketball/hockey nets, and other items that could get in the way of winter maintenance operations.
