Ice Allocation in Wood Buffalo
We've made changes to our ice allocation practices based on valuable community feedback. Changes include more defined cancellation policies, and a clear priority ranking for ice-allocation.
Scheduling Details
Ice allocation means a structure for distributing ice time to ice user groups within the Regional Municipality of Wood Buffalo.
Ice time scheduling occurs twice a year. Summer ice allocation commences in December, and winter ice allocation commences in May.
How does ice allocation work and how can I apply?
All Municipal ice allocation follows the same process to ensure equitable ice time between organized sports groups and residents, ensures access to a variety of programs, provides a balance between regular programming and special events (e.g. Arctic Winter Games) and maximizes use of available facilities.

How does the Municipality determine how ice is allocated?
Annual scheduling follows a consistent practice to distribute fair access to ice times in the region. The Facility Booking Coordinator will prepare schedules for each arena based on the previous year’s ice allocation. Abuse, verbal or otherwise, of Municipal staff who administer ice allocation may result in loss of ice time and loss of priority for future ice allocation for the offending party and their associated organizations.
Priority rankings have been established to guide ice allocation in this order of priority:
- RMWB;
- Special events;
- Legacy bookings;
- Local-not-for-profit Youth Organizations;
- Local non-for-profit Adult Organizations;
- Local Youth Organizations (for-profit);
- Local Adult Organizations (for-profit);
- Non-local Youth Organizations; and
- Non-local Adult organizations.
Frequently Asked Questions
What is a Legacy Booking? |
A legacy booking is an application that is consistent with granted ice allocation from the previous calendar year. To qualify a regular user must be applying for ice allocation that is consistent with approved ice allocation from the previous year have no cancellations, reassignment or rescheduling, and be in good standing with deposits and fees. |
Who is considered a new user? |
A new user means an organization that has not been provided with ice allocation in the previous year’s schedule, and who now wishes to become a regular user. |
How can new users apply? |
New users are encouraged to apply annually during the summer and winter allocations by submitting requests to Pulse. We recognize that the high-demand for ice makes it challenging for new user groups to qualify as a legacy booking. The Municipality will make every effort to allocate as much ice as possible to new user groups while following the set process in place. |
What are the cancellations rules? |
Notice of cancellation are required in writing to the arena operator and is only considered confirmed after written confirmation from the arena operator. Cancellations made 30 days in advance of rental date will receive a full refund, made less than 30 days prior to the rental date will receive 50% refund, and made within 48 hours of rental date will receive no refund. The arena operator will notify all regular users of cancellation as soon as possible, on a first-come, first served basis. The municipality reserves the right to cancel or reschedule ice time. |
How has growing demand been addressed? |
Current community ice recreation groups have maximized use of existing facilities, making it a challenge to book additional ice time. Each year new user requests increases, while the supply of ice surfaces remains the same. Due to increased demand Council approved the construction of the Northside Twin Arena in July 2023, located in the Abraham Land subdivision. This project hasn’t started construction yet but will help alleviate ice shortages once it is completed. |
What’s the status about the Northside Twin Arenas? |
Administration is continuing to work on the Northside Twin Arena design. Once the design is finalized an update will be provided through our construction notice communication process. |
What changes have been made to special events? |
Special events are a public or private event that is directly associated with ice allocation schedules. Activities that are part of a regular series or subscription are not considered special events unless they are outside the ordinary. Requests are based on availability and the following criteria:
